Well, it works fine over here...
Anyway here's the text:
"Error 5 Access Denied" Error Message When a Program Tries to Alter Last Access and
Creation Time (Q277628)
The information in this article applies to:
Microsoft Windows 98
Microsoft Windows 98 Second Edition
Microsoft Windows Millennium Edition
SYMPTOMS
MS-DOS-based and 16-bit Windows-based programs have the ability to update the last access and
creation time for files and folders by using DOS Interrupt 21 function 7143 sub-functions 5 and 7.
Occasionally, while this procedure is being attempted, an "error 5 (access denied)" error message is
reported back to the program.
CAUSE
This problem can occur if the operating system uses an incorrect test to determine whether the
program is allowed to update the last access or creation time.
RESOLUTION
A supported fix is now available from Microsoft, but it is only intended to correct the problem
described in this article and should be applied only to systems experiencing this specific problem.
To resolve this problem, contact Microsoft Product Support Services to obtain the fix. For a complete
list of Microsoft Product Support Services phone numbers and information on support costs, please
go to the following address on the World Wide Web:
http://support.microsoft.com/directory/overview.asp
NOTE : In special cases, charges that are normally incurred for support calls may be canceled, if a
Microsoft Support Professional determines that a specific update will resolve your problem. Normal
support costs will apply to additional support questions and issues that do not qualify for the specific
update in question.
The English version of this fix should have the following file attributes or later:
Date Time Version Size File name Operating system
---------------------------------------------------------------------
10/20/2000 2:48pm 4.10.1999 77,993 Vfat.vxd Windows 98
10/19/2000 3:52pm 4.10.2223 77,993 Vfat.vxd Windows 98 Second
Edition
10/19/2000 3:27pm 4.90.3001 81,541 Vfat.vxd Windows Millennium
Edition (Me)
WORKAROUND
To work around this problem and update the last access time and creation time for files, use the file
handle-based function instead; Interrupt 21 function 5705 for last access date and time, and function
5707 for creation date and time. Note that it is not possible to update folder dates and times by using
these functions.
STATUS
Microsoft has confirmed this to be a problem in the Microsoft products that are listed at the beginning
of this article.
