I don't get this: doesn't djdevNNN provide djdev?  If not, how are
`replaces' and `provides' related?

Also, I think we always thought about djtzn as part of djdev (I think
some package I made reuires djdev when it actually wants the zoneinfo
files).  Is that wrong?
