creation of fixinc.sh fails the same way under Win2K and WinXP, does not
matter if I use make and other utils built with 2.03 refresh or Andrew's.
Did not try to rebuild bash.  Manually created fixinc.sh and it 
then continues (on both platforms).  The Windows 2000 system completed
with no further make errors.  The second time I ran the XP system 
(after a make clean, and using items built with the 2.03 refresh) it 
completed with no errors.

So everything looks fine from my testing, I say 2.03 update is ready.
I don't think we've broken anything, and fixed a lot of things.  It
should be good enough until 2.04 is released, unless someone has 
something they're sure should go into the refresh, 2 years after 
it's release ...
