I just found a problem with the refresh (which is a problem in our 
build procedures?).  dxegen.exe was built using the old libc instead
of the new one.  Since it nests (to call ld) this isn't good, this
could cause a crash if using dxegen in a makefile.  It seems the
dxe/makefile should do something different for $(BIN)/dxegen.exe
like stub/makefile does?

OK, I'm sure I need to build at least one more version of the binaries.
