Here's my thoughts:

* A refresh is better than a patch kit or update kit.  We did updates
  in 1.x and switched to just doing new releases in 2.x.

* Unlike a "real" operating system, bugs in djdev and bugs in prebuilt
  packages are independent of each other.  As long as the prebuilt
  packages are tested sufficiently, we can tolerate some level of bugs
  in djdev, as individual zips can then be updated as needed.

So, IMHO, we've come far enough with this that we might as well plan
on having a 2.04 release with corresponding updates of all the major
packages, and finally claim support for ME/2K/XP.
