Users then come back crying that Emacs doesn't behave like the manual says, and they cannot find where do all these changes come from. They also have an incompatible install-info program, and their own way of setting up the Info documents, which includes editing Info files (so a user who upgrades some package not packaged by Debian will have the whole Info system broken). This goes on and on. I think this is the wrong way of making things work for the user.
