Actually, it does this:

	if foo/bar.exe does not exist
	   stubify foo/bar
	install foo/bar.exe elsewhere/bar.exe

and therefore this:

is a non-issue.

(The reason rthat it tests if foo/bar.exe already exists is that
someone could have stubedited foo/bar.exe manually, in which case, we
want the installed binary to have the same edited stub.
