Windows 98 Second Edition aka "Windows 98 [Version 4.10.2222]" reports
7.10 too.

From a post I saw recently in comp.os.ms-windows.programmer.vxd, it seems
one accurate way to detect the Windows version is to examine various keys
in the Windows registry. This successfully distinguishes the variants of
Windows '98, NT, etc. I can forward the posting, if anyone's interested.
It's allegedly described here, but I haven't looked at it yet:
