It strikes me that doing something DJGPP-specific does not contradict zippo being generic, if that DJGPP-specific action is triggered by e.g. a command-line option for zippo. Besides, what other non-DJGPP operation mode would want not to install the docs? As another idea, we could have the command required to install the docs be external to zippo, e.g. in etc/zippo.rc or something.
