Oh yes, earliest ChangeLog entries with this dir are in year 1995.
However, there are no earlier changelogs and I haven't found entry
like '* gcc/config/msdos: new directory', so I suspect it was created
back in stone age :-)

Certainly we will put there few words in future. But this patch only
removes outdated stuff, and keeps doc in sync. When I have native 
bootstrap more-or-less running, I'll post my way to configure/build GCC
for discussion. I'm pretty sure Mark will do the same.
