Suggest this instead:

#if ((__GNUC_ == 2) && (__GNUC_MINOR__ >= 96)) || (__GNUC__ >= 3)

Please don't check in two independent changes at the same time.  The
va changes look OK to me, if nobody else objects, as long as you've
tested them and they work OK.  No comment on the wint_t changes; we've
already been through that.
