I'm afraid it's already slightly too late. Binaries of gcc-2.95 are 
already uploaded and are already in ftp.cdrom.com. There were long
delay with mirroring them from delorie.com to ftp.cdrom.com and 
perhaps I don't want to ask DJ this once more now (I was 
practicaly not able upload files to ftp.delorie.com, therefore I asked
DJ to get them from me).

Now the remaining thing is to send announcement to djgpp-
announce.

Anyway I think it will be in gcc-2.95.1 when such will be released.
(I hope that will not take too long time).
