What I understood from the letter you got from IEEE is that they will
allow you to have the PDF files on some server, and people who need to
look up some question would need to access that server.

If that is correct, I think that anybody who has a PDF reader will be
able to satisfy their needs.  Or am I missing something?

We cannot do anything with this.  I agree that PDF is not a convenient
format to work with, but since so many companies use it to post
electronic versions of documents, we can either comply or be deprived
of the documentation.
