Maybe they think it's Italian?

Anyway, it looks like they're giving two options.

1. You put it on a network where a certain number of people can use it
(so it would have to be restricted).  You pay depending on what this
number is.

2. You get the PDF and make printouts for people.  Then you have to pay
IEEE for each printout you give away.  I guess this is effectively like
getting a 70% discount on copies for everyone else, though they might
charge some more up front.

Either way only a chosen few people get access.  It doesn't look like
either of them mesh with the original idea of putting them on a web
site, but they might be useful anyway.
