No.  It's a mailing list.  You can subscribe if you wish, but you don't 
have to do that if all you need is to send changes from time to time.

Please see if my patch solves the problems you see.  If there's something

The bug-tracker is a courtesy to other DJGPP users.  They can see the 
bugs and if they care enough they can download the patches and patch 
their utilities.  The bug-tracker is not the vehicle for submitting 
patches for inclusion in future DJGPP versions.
