I think that binary distributions of the GNU packages should include the 
original NEWS file which comes with the FSF sources.  Otherwise, people 
who are used to earlier versions of that package could fail to recognize 
the new features without fetching the source zip.  (As we all know, the 
docs don't always get updated to reflect the changes, and even if they 
do, it is a non-trivial job to browse through the docs looking for new 
features.)
