Is there any recommended scheme for organizing DJGPP packages for floppies? I
guess there isn't one. And it should be done in a way that a user who wants to
install just part of DJGPP wouldn't have to shuffle disks to much. Are there
any statistics which packages are used most often (of course besides these
basic ones)

I agree. There are also at least three DOS utilities of that name.
