Configuration options for these functions should (if at all) be
controlled by the user, not the program (i.e. environment variable vs
compile-time option) except for cases where the software won't work
the other way.  This, of course, only applies when it makes sense for
the user to choose which broken compatibility mode they want.

I hate Microsoft.
