Why not call it something more mnemonic, like DJGPP_ARGS ?

I think go32 did support reading them, but not setting them.  Nobody
has complained yet.

If there is no !proxy, the flags affect argv[0] also, since we copy it
from _dos_argv0 when we build argv[].
