The GDB (and all other debuggers) problem under Windows 3.x was traced to 
the fact that the breakpoint opcode generates an interrupt as opposed to 
exception expected by the debuggers.  I don't think that the cli/sti 
problem will make it go away.  Which is not to say the cli/sti issue 
shouldn't be resolved anyway.
