Are you looking for a newer version of wget?  A pre-existing build exists
in the FreeDOS project (
https://www.ibiblio.org/pub/micro/pc-stuff/freedos/files/repositories/1.3/pkg-html/wget.html).
I believe it was built against djgpp & WatTCP way back when.
