My point was that you may want to ask CWS directly. He's as close
as you're going to get to the truth. Daniel Borca is, AFAIK,
long since disappeared from DJGPP, so he's not much help.

BTW, the whole bit from the FAQ is apparently here, though he
does (surprisingly) seem to avoid the "DLL smell" terminology:
