More specifically, I have tried to download directly from the delorie 
site using Filezilla (usually I use rather a mirror to avoid to overload 
it).
I receive the following message log

Command:	PASV
Response:	227 Entering Passive Mode (172,31,2,2,229,29).
Status:	Server sent passive reply with unroutable address. Using server 
address instead.
Command:	RETR gcc510b.zip
Response:	550 Failed to open file.
Error:	Critical file transfer error

The name is put in the "failed transfer" bin
with reason "could not start transfer"
