I use v2.04 for years for my small projects. I also compiled few larger programs like FFMPEG and it seems to work but I cannot say there aro no bugs and may happen you hit them. Just simply go ahead an try yourself :)
I also use unofficial updated libC from 26.10.2011, MD5 6740F1F83783265D16548BD1BEF4C6DB that I found on some ftp of author of DOS Hexen II: Hammer of Thyrion but it disappeared. I asked here many times for newer libC updates but any response :(
So there are some newer versions since 2003 official release on djgpp ftp but it's private, used for individual projects...
