Cygwin is a better POSIX environment, but DJGPP isn't, so Cygwin's strength doesn't really help in a migration. If you typically use bash instead of command.com, or if you're coming from a Unix/Linux background, Cygwin will feel more "at home" for you. As for mingw missing bison, look for "MSYS" which is an add-on to mingw that gets you "the rest of the stuff".
