There is not a definitive answer to that.

When I faced this problem some years ago, I considered:

· cross-compiling: good for development, but requires another platform 
for doing any tests

· emulators: doesn't require any preparation for the djgpp tools, but 
some of these environments may be tricky to run OK and effectively 
emulate your target platform.
