After some more digging here is where I am at: I can get wav playback to work when compiling programs using DJGPP and Allegro, sort of. It works perfectly when aided by VDMSound. It crackles when run in DOSBox. It doesn't work at all under plain CMD.exe although it's hard to tell wether it really doesn't work at all or whether the quality is so low that it is unrecognizable. I looked at the official Angband binary with a hex editor and it looks like it was compiled using DJGPP and its wav playback works perfectly under plain CMD.exe. I'm still stumped as to why I can't reproduce these results. I don't see any special trickery in the Angband code. Just a few Allegro calls.
