You can go to http://www.delorie.com/djgpp/, click on Zip picker and 
download the latest DJGPP from there. It will work for the most part 
(gcc/gxx, ld, as, make, strip, rhide) under Windows XP w/o any problem. If 
you hit any NTVDM problem, you may close the console window in which this 
happened, kill all resident instances of NTVDM, and start over. I haven't 
seen any NTVDM problems with DJGPP, but had one once with Open Watcom's DPMI 
executables. I've used DJGPP 2.03 for a few years.
