I don't think I have to.  The problem, if any, is that the snippet
from the C++ standard quoted by the OP makes _any_ assumptions at all,
about how the C library might handle EOF, or how it might be
implemented.  Either the C++ committee has gone nuts, or the OP didn't
understand the context of the snippet he quoted.
