You can get it from:

http://search.cpan.org/src/BDFOY/HTML-SimpleLinkExtor-1.08/SimpleLinkExtor.pm

and save it in (somewhere like):

/usr/local/lib/perl5/site_perl

or if you have CPAN.pm installed just get and save it with:

perl -MCPAN -e 'install "HTML::SimpleLinkExtor"'
