Currently Robert isnīt actively working on RHIDE, so I canīt say what 
OSs he uses.
Iīm working on SETEdit and TV and also maintaining usable a branch of 
RHIDE CVS.
I donīt have access to any Win2k nor WinXP machines (and Iīm not 
interested on them). Not even at work.
It means that your conclusion isnīt accurate ;-)
RHIDE was originaly designed for DOS and using Win95/98 (also pure DOS 
6.x), but in the DOS way. It means that you open a DOS box and work there.
I have access to some Win98SE boxes and the code works ok there. In the 
past I did some changes to support WinNT 4.0 (I used the spanish 
version, full of bugs, a realy bad product)
Currently I develope using Linux with X11, but I still using the 
programs in the old way:
