It does support dynamic linking.  It doesn't support shared libraries.

"shouldn't"?  There's no fundamental rule that says it needs to
support dynamic linking.  However, we do have both DXEs and I think an
old port of gnu dld somewhere.

This is a different problem, addressed in the FAQ.  DJGPP includes a
full POSIX emulator, which adds to its size.  If you don't need it,
there are ways of not including it.  You can get comparable executable
sizes if you try hard enough.
