In a nutshell: no. You can either use DJGPP, or create a Windows app,
but never both. You'ld need a different compiler that targets the
Windows platform, like MinGW32 or Cygwin.

If you want to open a Window of your own and have control over what
will appear in there (your bitmap), you _do_ need to create a
full-blown Windows app. DOS apps can create some minimalistic dialog
boxes, IIRC, but they can never register their own Window class.
