Bug.  Your program, simple as it is, is not standard-compliant C++.
Make that

  std::cout << "Hello!\n";

and you'll be getting somewhere.  And update your C++ textbooks and
tutorials --- they're probably outdated.

> gxx hello.cc -o hello.exe

This is the right version

> gxx -c -Wall hello.cc

This will work, too.
