You usually have to copy them from the target platform, if it's a
hosted environment (i.e. has a full OS, including a native compiler
and runtime library), or acquire a C runtime environment for it from
somewhere else, that provides them.  There's one called 'newlib' from
Cygnus Solutions (now RedHat), IIRC, which comes right with the GCC
sources.
