Do you mean that you can't use a packet driver in a DOS box, because Windows
is already using the network card?

You could try building your applications with libsocket (v2tk/ls080b.zip),
because that can use Windows's Winsock device driver.

If you want NFS, why don't you use Linux? An old version of Linux (RedHat
5.2?) should run fine on something capable of running Windows 3.11.
