It is. DJGPP and Cygwin are superficially similar, but truly
independent projects: one brings GNU programs to DOS, the other brings
them to Windows. The fact that DJGPP's DOS programs run in Windows,
too, doesn't really affect that important difference.
Mixing individual programs from these two toolchains in daily work is
sometimes possible, but it has enough quirks that it's not really
recommendable, unless you're quite a command line wizard, willing and
able to build your own crosscompiler toolchain to run in one
environment, producing programs for the other.
