Check out wxwindows at http://www.wxwindows.org/ . There is a MGL port
which should hopefully work with DJGPP, but you may have to fix some
bugs or do the port yourself.

The other option is to use Allegro and an add on GUI library. Alelgro
works on a number of OS's. Check out http://alleg.sourceforge.net/
