I think you should explain what it is that makes you *not* want to use DXEGEN. It's the tool invented for exactly the task you're trying to do, so why doesn't it fit your bill? Anyway: a DXE really is just a slightly modified variant of a COFF file, if you look at it. If DXE really is the format you want to use, then DXEGEN is exactly the tool to generate those files.
