I think you should explain what it is that makes you *not* want to use
DXEGEN.  It's the tool invented for exactly the task you're trying to
do, so why doesn't it fit your bill?

Anyway: a DXE really is just a slightly modified variant of a COFF
file, if you look at it.

If DXE really is the format you want to use, then DXEGEN is exactly
the tool to generate those files.  The only open question then would
be whether it's really DXE files that you should be trying to use.
