Not sure if this applies to your situation, but I've found that the
environment in Win9x seems to be cached in memory. Changing the config.sys
and autoexec.bat files requires a restart before you can use the new
settings.

And doing a "set" only changes the environment for that shell session, so
if you're trying to call a shell program from within your make file, it
could possibly be the source of the problem
