It turns out for Windows 2000 the precise instructions are a bit different:

  - Right-click "My Computer", then select "Properties";
  - Click the "Advanced" tab, then press the "Environment" button;
  - The variables PATH and DJGPP should be edited in the lower window, the
one
    whose title says "System Variables".  In the case of DJGPP, you will
have to
    create it by pressing "New".

I don't understand the "Again, which one?" question below; if my
explanations don't answer that, please ask more specific questions.
