gpp303b.zip is not enough to have a working compiler.  You need the 
following files as well:

   v2/djdev203.zip
   v2gnu/gcc303b.zip
   v2gnu/bnu2112b.zip

After installing, please read the file README.1ST, it should explain how 
to use the compiler.
