It looks like they are.

I am using Win98 original. Two days ago, I tried building gmp 4.0 and it 
failed with that pesky time skew problem. (I was using make 3.7.9.1). I was 
feeling rather busy with other things, so I didn't diagnose the problem 
then. 

After refreshing my installation with the zips available at the site you 
mentioned, gmp is building like charm ...

I understand you are more interested in 2K/XP related improvements, and 
sorry I can't help there.
