I've not edited djgpp.env. GCC searches directory $prefix/$target/include. For DJGPP it's $DJDIR/djgpp/include after all messing with target_alias we're doing when building gcc for DJGPP. So it's natural and I never tried to get rid of it as I did with appearing something like /usr/local/include and similar paths at the same place.
