OK, I found it.  Sheesh...

There's "AUTOEXEC.NT" and "CONFIG.NT" in the system32 directory which, I
guess, get used when command.com is run (or an msdos app??).  I think this
is how it works: Environment variables are first inherited from the system,
then AUTOEXEC.NT is run and the environment variables are overwritten with
the ones in AUTOEXEC.NT.
