You're supposed to *install* the cross-binutils into a place where the GCC configure step can find them. Either manually, or via 'make install' --- your choice. The alternative is to merge the GCC and binutils source trees into a single big one. The configure script in the toplevel directory will then automatically tell GCC where to find the just-built new binutils.
