It's spelled DJGPP. Use UNZIP32.EXE (which hopefully the zip-picker recommended) to unpack. If you unpacked it correctly (and that's why I suggest you use UNZIP32.EXE), all you need to do is make sure some\path\to\djgpp\bin is in your PATH and the environment variable DJGPP is set to some/path/to/djgpp/djgpp.env.
