Download the Binutils sources, and read the file INSTALL in the
distribution.

In general, you run the configure script provided in the distribution
with the arguments that specify the host and the target.

Caveat: it's quite possible that no one has made it possible to use
DJGPP as a host for 68k cross-development environment, in which case
you will have to make the necessary changes.

See also section 22.9 of the DJGPP FAQ list, which gives pointers to
some existing cross-development environments based on DJGPP.
