In general, you run the configure script provided in the distribution with the arguments that specify the host and the target. Caveat: it's quite possible that no one has made it possible to use DJGPP as a host for 68k cross-development environment, in which case you will have to make the necessary changes. See also section 22.9 of the DJGPP FAQ list, which gives pointers to some existing cross-development environments based on DJGPP.
