DJGPP does not support LFNs on NT4, because NT4 does not
provide the LFN API.  However, IIRC there is an LFN driver
available for NT which would give you what you want.
I'm sure the FAQ has more info on this (and since I don't
have one handy, I'll leave it to Eli to point out the exact
section :-)
