The preliminary port of GCC 3.0 is already available in the
v2gnu/alphas directory.  It was announced here a few weeks ago.

Note that GCC 3.0 and C99 are not the same thing.  C99 requires many
changes in the standard headers and the library.  Those are developed
by the DJGPP project itself (not by GCC maintainers), and we are not
even close to supporting all of the C99 huge additions.
